A Chromebook for Elisha to use a special program and learn to read

Elisha wishes he could read. He struggles so much because there has not been stability and consistency in his life. He tries so hard and puts forth excellent effort, but a Chromebook would allow him to practice every day at the same time and stay on track. He can barely read in the 4th grade, even with extra tutoring. This is embarrassing to him and bothers him a lot. He would like to get started with this as soon as possible so he can feel more like a normal kid.
Elisha is 11 years old and lives in NC
Elisha has been with the same foster family since entering care and hopes to stay with them until he can return home. He is a wonderful kid who is full of energy and is generally happy. However, Elisha does feel sad about his family because he loves and misses them very much. He is learning new skills to help him succeed in his daily life. Elisha enjoys being outdoors, playing, and spending time with friends.
