Carter is 12 years old and lives in TX

Carter came into care with his mother at the age of 1 year old. Unfortunately, when she turned 18 years old, she decided to leave him in his foster placement and move in with her boyfriend. Carter is a very lovable and affectionate boy. He loves to laugh and make others laugh as well. He likes to watch sports on tv, especially football. His favorite team is the Cleveland Browns. Carter is a sweet boy and leaves a lasting impression on everyone he meets.
