Kai was just a baby last year on Halloween - this is the first time he is (at least somewhat) aware of what is going on, and he would enjoy dressing up with his big brothers and sisters. He likes baby Jack Jack from The Incredibles and would get a ton of joy from being able to have this as his very first Halloween costume.
